This is a Chevrolet forum. You might want to go into the Ford forum and ask.

Cycle the key in the ignition from lock to run 8 times within 10 seconds ending in the run position. The locks should lock and unlock.
Now press any button on one transmitter and it should lock and unlock again. Do the same for the second transmitter and it should lock and unlock, then switch the ignition off and it should lock and unlock once more. Verify that the keyless entry transmitters work properly.

You must have at least two transmitters to program. (even if one works)
Up to 8 keyless transmitters can be programmed to one vehicle.

That is what Ford says. I can program two on my car, but it won't accept the third Fob. I guess it is the wrong one. I had it left over from my Marquis.

Anyway, I know this is how you program them, so good luck and have fun.

Close....

This procedure works for 1998 + Taurus models:

Cycle Ignition from OFF to RUN 8 times within 10 seconds, ending in RUN. All doors will lock then unlock to confirm programming mode. Press any button on 1st remote transmitter. Door locks will cycle to confirm programming. Press any button on 2nd transmitter ( up to 4 transmitters total possible ). Turn ignition to OFF. Locks will again cycle to indicate end of programming mode.

I have these remotes available in my Ebay store.

The 1998 Taurus I have did not have a remote and I am attempting to program the remote myself. The car has automatic door locks, but is it necessary for the car to be set up to use this procedure? The car is not entering a program mode when I use the steps listed.
