Window Problem/ Door Locks

I just bought a 1991 Passat GL (165K)and I'm having problems with the rear windows. They won't roll down, however I can hear clicking in or under the back seat? Is there a relay there or something? Also when I switch the switch on the dash for the locks/windows same thing happens just clicking and nothing else. Every position you set them to it just clicks. I want to know if there is a relay somewhere in the rear seat for the windows and locks or is it somewhere else? Anything else I can check to make the windows work? Any suggestion, would be geatly appreciated.
