'69 Chevelle lights

Hey I am brand new here and with a brand new Chevelle with a slight problem...when i turn my lights on they are either my brights or my flood lights, and I don't like driving around with either of them. Would any1 happen to know why my regular headlights are not working?? I would greatly appreciate any feedback!!!!
