Seat belt problems

So I get in my car to drive home from work today and the seat belt wont go into the clip or whatever it's called.
I heard something about honda replacing seat belt parts for free, is this true (I'm in canada).
Here is what im talking about:
It no longer goes into here. It goes half way and wont click into place:

Does anyone know if this bolt actually comes off? I tried and tried and it wouldn't budge a bit?

If I can get the bolt off perhaps I can go to a scappers and pick up the part...
One day I will have a car that doesnt need repairs every single f'in month. I swear I will I swear I will.
Anyone know how much this thing is going to cost to replace?

I have the same problem with my passenger side seatbelt. If you mess with it the buckle will go in (in my car anyway). I've heard the same thing about Honda fixing it for free, but haven't verified for myself that that's true. I rarely have passenger's in my car so I haven't really worried about it.
As for the bolt, just spray some PB Blaster or WD-40 on it, let it sit for a few minutes & it should come loose. It looked kinda rusted so you might need to use some (more) force.

It is true, since it's a safety issue. I found this out several years ago when I took my car in for some kind of service, and they came out and said my seat-belts weren't retracting right, and that they're covered under warranty, so they would fix or replace them for free.
Yeah, that bolt will come off, just gotta do what CZ-R says and use a nice fat (long) wrench so you get some good leverage...

Okay it looks like a small piece of the red thing you press in to release the seat belt chipped off. I went back out and got it to go in and then i yanked on the belt to see if it would hold and it did so I guess I'm okay for now.
How does the warranty work? is that for like the life of the car or just whoever owned it first or for the car from 0-100,000kms etc?
