89 GPse quit sparking after stored - need help

I purchaased a vandalized '89 Gran Prix 2.8FI about 6 months ago, all the windows were smashed out and tires were slashed, but the car ran excellent. I drve it up to where I stored it (outside) until I had the time to repair it, tarping the entire car (we get a bit of rain in NY being next to Lake Ontario and am not sure how much water got onto/into the dashboard). Just this week I went (replaced the battery, windows and tires) to retrieve the car to find out that it just would not start (motor turns over fine) and wound up having it towed home so I can work on it. After many hours of trying to diagnose the problem, have found that the spark plugs (all 6) are not firing. The car is loaded with options and everything electrical is working. One fuse in the fuse box has no power to either side of the fuse (labeled "Panel" - 5 amp fuse), dont know if that has anything to do with it, all the other fuses (in the dash & under the hood) are fine. I've checked to see that the coil packs are getting power (red and black wire on drivers-side) they are. I hear the fuel pump kicking on when I initiate the key turn, and pressed the relief valve on the fuel rail to make sure there was pressure (squirts about 1-2 inches). I've also checked the fusible links (2 at the starter, 2 at the fuel/ECM relay/fuse block) the only thing I can think of is either the control module or the brain, and dont want to be spending good money to find that neither is bad (on a limited income from injury). I am lost, and in very desperate need of this car. ANY help would be GREATLY appreciated.

I picked up the Haynes shop manual and started diagnosing it their way. It states to check the 5-wire terminal going to the coil pack for power (I BELIEVE the tan/black wire), reguardless none have power when the key is in the on position. the ECM fuse goes hot when I do tho. I am still wondering about the "PANEL" fuse in the fusebox in glovebox) no power to either side. I jumped a very light-guage wire to it from the wiper fuse, and the wiper immediately burned up. the manual does not give details about the fuse box, so again, stumped.

I'm not sure what the panel fuse is for. I'll have to check it out later, since I have three 90s sitting around. It sounds like your coil pack wrack could possibly be shot. What you do is you pull off a plug wire and put a spark plug in the end of it. Then have someone trun the car over and see if the plug sparks. If it doesn't, then I'd start with the coil pack mount and coil packs.
