Transfer of car title

Hi,
We have a 81 Datsun that is in my husbands name. He wants to put the title in my name. Does he have to "sell" it to me? And is there certain paper work we need besides the title?
We went to the car license place but they were closed (only open on "select Saturdays" ) what ever that means.

Both of you go to the tag place and he would tell them that he wants his name removed.No "selling " involved.Since it's in both your names, you should'nt have to pay taxes again and you may be able to keep the same tag if you want. Not positive. Different states, different rules.I'm in N.C.
