brake lights dont work!

My brake lights don't work. There is power running from the brake relay to the brake switch. The wire from the brake switch to the back of the steering wheel has power also but there is no power from that point on. Would the problem be the turn signal switch??

I just fixed my 94 Silverado. The wiring back there was hacked. I kept blowing fuses. The ground wire from my license plate lights, also was used for my brake lights, did not have a complete ground. A little wire brushing did the trick.
