BOV's and Wastegates

I have a twin turbo twin intercooled LT1 engine for my boat. I bought the engine from a boat racer from Southern California. Question is: Do I need twin wastegaste's AND BOV's (one or both items required?) to keep the engine in check. Right now I have neither. Rajay turbos and a PFM Marine turbo setup.
