A/C Relay circuit diagram or fuse list

I own a 99 VW New Beetle and the A/C compressor will not turn on. I suspect either a fuse or the relay circuit. I cannot find either a glossary to understand the fuse symbols, nor can I find a list of the four relay circuits so that I replace the correct ones for the A/C. If anyone knows where to find a description of these areas or if you have fixed this problem before I would appreciate the info.

Fuse #16 is for the A/C clutch (10AMP).
Im not sure what the "comfort system" is but it is fuse #5 (7.5AMP)

First check the fuses located on top of the battery - if burnt, corroded or in any way suspect then replace them as they are a known problem and will stop the aircon from working. Good Luck.
