91 rt stealth flooded

I'm working on a 91 dodge stealth twin turbo and every once in a while when I try to start it it just craps a bunch of gas into the cylinders and floods it out. It did it yesterday right after changing timing belt and water pump which of course makes me wonder if my valve timing's off but I'm pretty sure it's not (I don't often make dumb mistakes like that and I was pretty careful considering what a disaster that could be!). It seems that both times this has happened has been after the battery has been disconnected. Does this make sense to anybody?

I found out what was wrong with the stealth and it's really embarrassing. I poured water down the intercooler thinking it was a water hose when I was filling the cooling system. Didn't do any real damage to the motor thankfully.
