When the car is idling the engine surges. The motor speeds up then slows down.

What year of Taurus is it? Up to '96 they had EEC-IV, '96 on was EEC-V.
The earlier computer is easy to check without the handheld display. You'll need a SuperStar, or similar unit (Actron is good) to check a '96-up car with OBD-II.
The first thing to do on a computer-controlled car is see if there's any codes stored by the Electronic Engine Control. This will get you started off in the right direction.
Also, www.tauruscarclub.com is good for troubleshooting problems. So many things can cause this idle problem that I don't want to guess and send you on a wild goose chase.

Had the same problem it turn out to be the IAC connector at the throttle body. My car was surging and I popped the hood and moved the connector around and it stopped, Just needed cleaning. And I think Ford did say somthing about a problem with the connector too...

It was a '93 Taurus. The owner of the car decided to trade it in for a newer car, without having the problem analyzed. Thanks for your help, though.

I think this was my car... If it was a green taurus wagon with approximatly 145,000 miles.
If so I replaced the IAC.

if the IAC dont work try cleaning your fule injectors... sometimes when they dont spray right its like flooding your engine and it will rev up to burn that fule away
