'96 trans am electrical won't start

I'm checking out a '96 trans am that is being auctioned by a local bank. The guy that towed it thought the previous owner might come after it, so he did something that disabled the starter (the battery is fine, lights work, etc). No one at the bank seems to know what he did. When the key is turned, there is no sign of electrical power under the hood at all. I'm betting he either pulled a fuseable link, a relay, or unplugged a connector. All of the fuses seem to be in place, and all of the relays seem to be there as well. I don't know where the fuseable links are located on this car. Anyone got any info?

did u test the fuses or just look to see if they are there?
and also maybe he did disconect the starter maybe he unplugged a lead going to it but there are alot of different things to check in this situation
