Question

I have a 1996 Eagle Talon n/t. My question is that i hear a whistling sound when i'm driving. The whistling sound only happens when my RPMS are over 3-4,000. Some people have told me that its my cams, but other people have told me different. I was just curious if it is my cams or something else.
