Usually in Tamiya kits those are paint colour mixing ratios. Basically all it means is to get the colour they reccomend, mix 2 parts X-11 with 2 parts X-23 with 1 part X-24 and 1 part X-25.

Tamiya reccomend for enamel paint, you mix 2 parts paint to 3 parts thinner, and for acrylics you mix 2 parts paint to 1 part thinner. The general standard is so that your mixed paint has the consistency of milk, or roughly there abouts.
As for measuring, I use an eye-dropper to get the parts of each colour the same, and it works pretty well. Just remember to clean it out too!
