Another check engine light

I have a check engine light also, but I have a question about reading the codes from the computer. The haynes manual says to short 3 and 8 on the plug and if the there are malfunction codes stored it will blink then out, and if there are no malfuctions the light will not blink. My question is this, Does the light just come on and stay on if there are no malfunction codes (that is what i see)? Since I reset the computer with removing the fuse the code CEL has gone away and I'm just waiting for it to return so I can get the ecu code, so is this some what accurate or did I short the wrong pins. thanks

Yes I believe it does stay on when no dtc are there
