paperwork - buying first car

Hi,

I'm going to purchase a 93 volvo privately and it's my first car...
I live in toronto, Canada

I was just wondering, should I insure it before buying or after buying the car.
Also should I get licence plates first and all that kind of stuff..

I've never had a vehicle so any info is gold to me.

Actually I found out (called the ministry)

I have to buy the vehicle and then I can take care of insurance and registration
