weird problem

My borthers truck is having an idling problem. I am leaning towards a vaccum leak. It is a 94 mazda b2300. You the truck is in gear and you get off the throttle the truck will rev up to about 4000 rpm and after a few seconds it will go down to its normal idle. Won't do when you rev it stopped, only in gear.
