why disconnected ?

I recently made some engine checks and found one connector is disconnected on the drivers side interior fuse block. See pic. below.
I have Haynes manual about 98-99 Accords but picture unclear and no any words about it.
Can anybody say what is that connector for and why disconnected?

if thats factory tape thats holding that connector i wouldnt worry. i have some of those, used for diagnosis...like my CEL test plug...its just hanging there....

I just found another picture in the haynes manual where connector looks same and disconnected too. :spit:

i think it is for a option you dont have, in my ($ CX hatch there was tons of them wiht nothing and millions of plugs taped up, in the 92 lx sedan(civic as well) it was the exact same fuse block but about half as many vacant spots and not near as many taped plugs.
