Headlight compatible issues??

This is my first time posting here. First off, I have a '96 Toyota Avalon, and Im not trying to rice it up or anything, I have accepted the fact that it IS an avalon, and not a supra. *tear*. I am in the wanting of brighter headlights, and I have been doing some research.

I have found out that my lowbeams are compatible with 9006's and my highbeams are 9005's. Bottom line, I want the brightest (and reasonably cheap...under $100 for 2) lights. This off the bat eliminates the option of HIDs. However, I am not that car literate, and dont know much about this kind of stuff.

They are cheap, and they look like decent and bright lights.

However, like all the products I look for, I check eBay to learn/research more products and stubled accross these lights (http://cgi.ebay.com/ebaymotors/ws/eBayISAPI.dll?ViewItem&category=33709&item=2427267056). The thing that confuses me is that this second pair keeps talking about HIDs. I do not think these are infact HID bulbs, but being compared to HID bulbs, correct?
