Microscale make Ink jet and laser paper for decal.. then you need "Liquid Decal film" to protect what you have printed..
I use them a lot in my work..

I just finished a model using inkjet printed decals from MicroMark: http://www.automotiveforums.com/vbulletin/t126685.html
I couldn't recommend this particular brand: the white backround decals are too translucent and the fixative they provide doesn't work well (kept the printed ink from running off in the water by only wetting the bottom side). But you might have better luck with a different brand of paper.
There are a couple of posts on this forum about what format of paper you might need and what kind of proceedure goes with it. Try an advanced search in this subforum for custom decals or inkjet decals.

If I was just printing plates I'd use regular photo paper.
Satin finish looks right to me. You can apply a clear coat, but build it with mist coats.
I mount then on the car with double stick tape or water based contact cement.

well im gona see how this paper works, its not like regualr water decals simply peel and stick them on seems easy enough. id also like to try it with stripes, emblems and things like that.
