Problems w/ VTEC after SWAP

I recently swapped my 95 Accord LX engine with a 97 Accord EX engine. The ECU got switched out with the engine. The mechanic that did the swap is not a Honda specialist, so did not have much knowledge of the wiring of the VTEC engine.

I got the car back, it runs fine and seems to have more bottom end than it did before. But now when I get up to 4500 RPM (when the VTEC should kick in) I loss significant power, and my car has no power past 5000 RPM.

I believe this is a case in which the VTEC just isn't wired into my car correctly, and just is not kicking in. But shouldn't the car be able to run past 5000 RPM without the VTEC? Or is all power past the 5000 controlled by the VTEC?

VTEC is controlled by your oil level, and the car should run past that 5000rpm mark, check your oil level first, then start diagnosing other symptoms with the wiring.
