Before i go and spend money on any mods I wanna clear up this problem. From the very day my father purchased his Camry 97 LE the brakes never seemed right. While cruising at speeds near 65-75 daily as a commuter to westchester daily on the taconic (for those you who live in the NYC area you know what type of road this is) he rarely used the brakes. but when he did break the brake pads vibrate violently. They make a loud humming noise as if they are warped. Is this normal for these cars or should i take car of it?

Don't put off brake problems. Replace the pads and be sure the factory shims are in place behind the pads. A warped rotor generally doesn't make noise but transmits a pulsing feeling to the pedal. A gauged rotor will make noise.
