I had a 1994 Deville with a 4.9 and now have a 1999 Deville with a 4.6 Northstar engine. Both of these tensioners are pulled back by using a 3/8" drive strong bar from your ratchet set. You need lots of leverage. Look for the square hole in the tensioner arm as viewed from the passenger side fender area. The belt will probably slide into place best if you route the belt around all other pulleys and then the pulley with no locator edge last while having a friend pull the strong bar and tensioner.
As for the broken vanes on the plastic pulley; the pulley will probaly have a short life. It will be weakened and off-balance. It is fairly inexpensive and should be replaced now; not on the highway. Try Auto Zone.
