Government Title Transfers, how long does it take?

Hi all Im looking for a bit of advice on a prediciment im in on with my latest car purchase. I recently paid for a car and obtained a bill of sale from the dealership selling me the car, he didn't have a title to sign over because he said he was still waiting for it. The car was origionally a government vehicle and he said that it can sometimes take weeks/ or months to have the title transfered. To my knowledge Here is the history of the car:

The car was origionally an out of state government vehicle in Indiana (i am in Wisconsin) and from what the vehicle report I got said the car was purchased by the dealer on 7/10/03 from an auto auction. I paid for it on 7/18/03 and only got a bill of sale from the transaction, the car is now sitting in my garage awaiting the title transfer.

I don't mind waiting a few weeks but I would rather not wait a few months as im not sure how long my current car will last and i want to make sure that i will eventually own the car ive already paid for. I want to contact the current title holder or department that holds the current title but the dealer said he doesnt have this information. Would this be possible? I mean if he is buying a car from an auction shouldn't he have the title already anyway or atleast some sort of contact information? Everytime i call the dealer and ask him for an update on the title he just keeps telling me "I don't know probably soon".

Has anyone else purchased a government vehicle directly or from a dealer and had troulbe getting a hold of the title or had to wait a long time?
