Around how much of a tires life is taken away when you lower your car and is it worth the cash to buy a camber kit to fix it?

Yea man, it is worth it to buy a camber kit. Think about it...you can get a decent camber kit for $100-$200 that is permanent. By not fixing your camber angles, you are forcing about 10-20% contact patch to do all of the work that normally is done by the whole contact patch. This causes your tires to wear out very quickly. I have seen tires wear through to the cords on the inside of the tire and have nearly new tread on the outside. If you figure that you can get a set of tires to last twice as long as they would have without the camber kit, then the kit has already payed for itself.
Another tip: If you are lowering your car by extreme amounts you may not want to fix the camber issue without checking what clearance issues you might have eg: tire to fender.
