I have heard of homemade decals, though I've never heard of the one you posted...
I do know that it isn't entirly easy, but definitly doable-Chris may be able to help you, as I know that SAS sells some Carbon Fibre decals, but I'm not sure if Chris actually makes them himself...

Never tried the Testors stuff.
But, but, I have made inkjet and laser printer decals before. You success mostly depends on your graphics skills. Vector graphics work better than bitmaps. A high resolution is required, use the highest settings your printer will allow, and clean it before printing on decal paper. Always print a test sheet too - plain paper will work, inkjet phot paper (the glossy stuff) is even better for the test sheet.
Also, make sure to clear coat over the top of the printing. 2-3 light coats are needed to seal the ink. Without the clear coat, it will run all over the place as soon as you stick the decal in water.
