I have a 30gb cap which I broke not once not twice but thrice. I usually had a good d/l rate at 400k then it went down to 20k a sec which pissed me off felt like I was on real fast dial-up.

You do get what you pay for. The only difference here is you give the attendent $20 and he manages to only put in $15 - he'd give you $5 back (nice math huh :bloated:) Cable providers like phone plans don't refund any money when you don't use the space/minutes.

cable b/c it's faster than DSL people tend to host servers and such off it which does not allow the company to always produce the bandwith for each user that they promised them.

So what? If any company can cap DSL and charge for excess they will. Simple economics. Already at work in my local market.

I pay $39.99 / month, and I am not capped....but its getting alot slower lately. Not many ppl had cable in my area when I first got it (~1.5yrs ago) and it was hella fast then.
