is this good or is it a fake?
will it improve performance like it says it does?
can a 95 integra ls really redline at 8500RPM with just changing that?

I don't trust ebay on shit like that but yes, aftermarket chips and reprogrammed ecu's do raise redline and change fuel maps but in order for you to utilize the higher redline the valvetrain has to be upgraded. All chips, even though programmed specifically, must be tuned with some other sort off " piggyback " such as a VAFC.

dont get that chip man. its not really a chip, its a resistor. basically the resistor tricks your ecu into thinking that the air is colder and so it enriches the fuel mixture. but the resistors dont work for shit. they do make actual chips that r preprogrammed that actually do work. i bought mine off ebay a few monthes and it works wonderfully. i can tell a significant amount of power boost, especially in high rpm's. but dont go with some off-brand shit that some guy programmed in his basement. go with a name-brand like spoon, skunk 2 or aem, but make sure u read everything about it first and make sure its not a resistor and make sure u know how to install and r good with soldering otherwise u will screw some stuff up pretty bad

yes, but not safely. you can get ecus with NO rev limit and rev to 15000rpm but you'd seriously fuck shit up.
