Adjustable Coilovers

I put adj coilovers on my cavy. Every time I turn the wheel while driving or even sitting still they make a bending sound. Are the coils supposed to turn a little on top of the adjustable perches? What's makeing them bend like that? The only oem part I have left from the old coils is a metal ring that looks like a top hat...does that sit on top of the alignmnet cap? The alignmnet cap is urethane and I don't know if that's not allowing the coil to move a little cuz it's compressed....help!!
