A wastegate bleeds off exhaust away from the turbo to control boost level. A blow-off valve dumps pressurized air from the intake tract when the throttle plate closes. This keeps the the intake charge from reflecting back to the compressor blades and potentially damaging them. A lot of the time the wastegate is integrated into the turbine housing. Sometimes the wastegate is 'divorced' and extra plumbing is used to by pass the turbo altogether.
Pictured below is an integrated wastegate. That little flap opens and some of the exhaust bypasses the turbine wheel.

Here is the external wastegate on the SE-R turbo kit. Notice the pipe that comes out of the wastegate and reintroduces the exhaust after the turbo.

I'm not sure what you mean. People don't get them because of the 'sweet' noise. The BOV and wastegate are two differet things. So yes you can have both, or one or the other or none even.
I don't think they make any sound unless you dump the exhaust to the atmosphere, then I've heard it REALLY loud.

I'm not sure what you mean. People don't get them because of the 'sweet' noise. The BOV and wastegate are two differet things. So yes you can have both, or one or the other or none even.

haha good stuff, halarious. my friends got a DSM and he disconnected the BOV's recirculation hose so i could hear it just dump into the atmosphere (stock BOV). oddist and loudist noise iver ever herd. i seriously thought something had blown up in his engine compartment. :D
