ZC compression

ok, what compression should a ZC have, all my cylinders are around 150, but it puffs black when i shift, starts hard sometimes and if you open the throttle plate and stick your finger in there it comes out oily, and a couple of plugs were a bit oily so im guessing i need new rings, but is that what you think?
