What's wrong with my blinker? (98 cav)

My blinker on my dash either blinks really fast or when I turn it off it still glows.
What is the deal? Could it be the fuse or is it the actual bulb that is screwed up?

the blinker that is blinking fast (right or left) its is the other one...so if its the left one blinking fast and your right one not at all then your right bulb is out...they are pretty cheap just go to the auto store and they will have it.

The right one is blinking fast but the left one does work.
I think it may be the fuse but I am not sure.

i hoped you'd think so, that all i can think of, there is just one fuse for the blinkers, so most likely a bulb.

I replaced my bulb and I still have the same issues (fast blinking)...Any other ideas?
