Im working on some LED undercar neons for my 2F2F Skyline.
You'll need some way to get the power to the LED's, a resistor so you dont blow them up, and of course LED's. But good looking ultra bight LED's are expensive, so my progress is slow.
You'll also probably need a board to solder it all to.

I suggest fiber optic lighting would make better undercar lights, but that's only speculation, since I have yet to try that.

fiber optics only emit light from the end of the strand not the length, they also need a light source the carry light but do not produce light, great for dash lights and so on however

But you get tons of that stuff. I looked into it and the smallest amount i could get was 10 metres. And that was $50 AUD. What am i gonna do with about 9.8 metres of neon stuff. I dont have a car, and none of my friends are rice enough to buy it off me.

This was what I was talking about! :thefinger
Some modellers in some other forums said they already used these stuff as engine lighting in Star Trek USS Enterprises. If that's the case, maybe there are such cables available in shorter lengths.
Lemme see :comprage1

Hmmm, unfortunately all I ever saw in the net is some contact information:
Lightsheet Systems
[email protected]
And it wasn't Star Trek Enterprises, it was the Millenium Falcon:

yes you can cut the stuff about as its just a powder i think covering a cable, i dont think you have to create a loop with it either, so you can just run one straight piece
