Adjusting E-brake

My e-brake is a little weak. I just had a complete brake job, calipers, resurfaced rotors, new pads, the works. I'm kind of confused about the adjustment for disc brakes. Anyone know how to adjust it?

Let your car roll back and keep pullin the e brake till it gets tight.

When you do that... what does it tighten...
Does it affect the pedal? like make it stiffer?
