Hi ..
Could that be done you know take a 911 Targa and put a 911 Turbo
engine in the car instead of the original engine and it would work ??

Anyways, I'm assuming an engine swap on either the 930, 993 or 996 shoudl be relatively easy but pricey. The bodies themselves aren't changed in order to accomodate the Turbo engine and it is essentially the same stock engine with Turbochargers.

i know of plenty of cars that can get 0-60 times lower that 15.88 seconds, including my car, if your 1/4 time is in the high 15's you must not have spent alot of money on your engine

The engine on a turbo is no different than on a targa except the turbo is TURBO'd. Hence the name. Oh, and you dont need to do anything to make a stock Porsche a good car.. they allready are.

Yes, a turbo hood will fix that problem.

Depending on the year of the car there is another option. A Mazda turbo rotary fits very nice. The cost is much lower than a Porsche turbo motor. My car had the magnesium engine case (1975). It is expensive to improve performance and there are limits due to the weakness of the case. I probably would not have done the swap if I had a stronger case to start with. But the car is very fast now. It is very hard to tell the car is now water cooled. To try to avoid the flames let me reiterate, I would only do this to a magnesium cased car.

That is false, the engine from the Turbo is different from other Carrera variants. The bore and stroke are different as well as engine parts that the Carrera does not share. GT3 engine is barely similar to the Carrera (C2, C4, C4S, Targa and Cabrio) engine.
