I think this is a great idea. http://opengov.media.mit.edu/GIA/TIA/ This basically is dedicated to citizens tracking information about our public servents. Hopefully it picks up steam. Regardless of your political stance, I can't imagine why anyone wouldn't like this idea.

A small snippet from the site.

Mission -
To empower citizens by providing a single, comprehensive, easy-to-use repository of information on individuals, organizations, and corporations related to the government of the United States of America.

To allow citizens to submit intelligence about government-related issues, while maintaining their anonymity. To allow members of the government a chance to participate in the process.

I think the idea is good, but it is open to abuse if the wrong people get a hold of it.....

Our government has some pretty sneaky tricks to protect its officials from scrutiny.Large numbers of government departments have been 'corporatised' and are expected to run as businesses. So now, when the health service makes a screw up,the government says 'Can't give you any information,it's commercially sensitivE.'
