I have replaced my a/c compressor and clutch is engaging. The refrigerant is full, i have check both relay and fuse, wiring harnesses are attached, I am at a loss. Should I look at replacing wiring harness on refigerant line? Replacing climate control panel? What am I missing? Thank you for any help!

'97 Cherokee A/C woes are a rite of passage, sounds like you've nailed the basics already (compressor/clutch swap, full refrigerant, fuses/relays clean).
Next up: that low-pressure switch on the accumulator (receiver-drier) is notorious for failing internally even if it clicks. Unplug it and jumper the two terminals with a paperclip—compressor should kick on if everything else is good (do this with engine running, A/C on max). If it does, replace the switch (~$20).
Also, double-check the black wire from the evap temp sensor to the PCM (dark green/orange)—it can chafe under the dash and prevent engagement.
The factory manual's HVAC section (page 24-301 or so) has the full wiring diagram and test voltages—makes it a 30-min job. Hang in there, you'll be chilling soon! What's the ambient temp when it won't engage?
