You've misunderstood. Depending on the state insurance consider a car a "total loss" if repairs are more than 70% (percentage varies state to state) of the value of the car. This doesn't necessarily mean all is lost. Again depending on the state you can take the payout of the total loss, repair the car, and make it legal and roadworthy again.

I think that insurance companies would rather declare the car "Totaled" than to pay for repairs to cars, especially electric vehicles.

In NYS, a car/truck is considered a total loss if the repair cost is 65-70 percent of the retail replacement cost.
