I have a 2009 Honda Accord EX that was unlocking the driver side door when put in P, and if the doors were unlocked, it would auto lock them over 9 mph. It is no longer doing that. How do I fix this?

Owner's manual should say.

I have tried re-programming it based on the manual but it still does not work.

Hmmm...well it could be a short or other electrical issue; but I've heard of stuff like this being caused by odd voltage - either old battery or corroded cables - or it might be the system needs to be reset.
I would first try disconnecting the battery and holding the 2 battery connections together. This should drain all the voltage and reset everything.
While doing that, check the cables for corrosion. I once found corrosion gong back about 22cm from the battery, INside the insulation. Then make sure all the connections are tight.

I will give that a try. Question though, would I lose the stored key chip in the ECM or no? If it does happen, then I'd have to have it towed to the dealer since I wouldn't be able to start it.

Don't know for sure but I'd guess not. Maybe look up the learn key procedure on youtube.
