The harmonic balancer is on the timing belt side of your engine. It's the lowest pulley that has the belts attached to it. There should be 4 bolts going into it. Just use a socket (14/17?) to tighten it down. If it's separating, yo'ure going to need a new one. They're about 90-100$ from the Mitsu dealer.

All you have to do is take off the tire and the fender liner, and its right there. Then use your 12mm socket and tighten that shit up

The pulley seperates eventually on every dsm. Mine has done 3 times (160k miles). It wont cause crankwalk, but it can wear into the tbelt cover, and destroy the tbelt, costing you a head at least and a motor and head at most. Be sure it hasnt seperated. If you do jsut need to tighten it its 12mm, and the torque on those bolts is low, only about 15 foot/lbs. If you strip that auluminum sprocket you basically have to do a whole tebelt job which is at least 500 bucks at the dealer, or a half a days work if you do it yourself (only for expereienced DSMers, even the dealer doesnt do it right 90% of the time, and a "shop" will almost never do it right) Dont take anything on that side of the motor lightly
