2000 Ford F350 V10 major issue

I am working on a Ford F350 V10 Duelie. I starts just fine there is a problem with it running. The engine has a shake to it and the truck will not go over 30 mph. There is no codes and is acting very weird. I have done several checks including, injectors, ignition coils, spark plugs and vacuum lines. It is almost like the truck has jumped time. It is not the catalytic converter either it was just replaced. What is weird about is that I was checking the air filter and removed the tube from the air throttle and passed my hand in front of the air throttle and the vehicle will die. I start it back up and do the same thing with the same results. Any advice is greatly appreciated. Thanks in advance.
