Front Passenger window

The front passenger window does not motor up or down. Over time it will drop down a bit and is easily pushed back up by hand, but try to lower or raise it using the switch and it doesn’t move. You can hear the motor turning so electrically all seems well. Am I right in thinking the regulator is likely the problem?
