Stuck with junk salvage title

Hello,
I have been buying salvage title cars for years without any problems. This time I got a car from a dealer who sold me a JUNK salvage and I can't get a tag. MVA refused to give me a tag. Dealer said I bought it as is so he can't do anything. Car works fine. I have hard time getting insurance too. Car already passed inspection.
What are my options?
