Fake nuts on hub caps confuse me

Chevy/GMC trucks and vans have fake nuts on hub caps. When I got into the van owned by the program for mentally-handicapped people, I saw a broken hub cap and I thought that the nuts may be loose. I was worried that the wheel may come off the van.
