Finding Car by Motor Number

Is there any way to find information about an old vehicle (ownership history, location, etc) with the Motor Number?

I have a picture of an old car registration from 1946 that has "Motor Number" for the vehicle on it.

The only vehicle tracking resources I can find require a VIN.

Any insight and/or a point in a good direction would be much appreciated.
