1995 Buick Riviera Supercharged need help installing torque axis engine mount and belts

If we try to install the torque axis engine mount AFTER the serpentine belts are installed, it won't line up right and seems to rub the belt. But if we install the motor mount BEFORE the belts, and try to slip the inner belt in under it, the belt doesn't have quite enough slack, and we can't figure out what is different.

Please help - what is the trick/order to reinstalling the belts and torque axis engine mount assembly?

The 1995 Buick Riviera Supercharged is, I believe a 3800 Series 1 engine, the supercharged series 2 was introduced in 1996 I think?
