putting a 99 miata motor into a 97

So i am currently putting the engine from a 1999 Mazda Miata into a 1997 Mazda Miata. so far i am using the 99s head and block (and everything inside them too) so i am using the 97s fuel rails, intake and exhaust manifolds, valve cover, and cam/crank sensor (found on the back of the valve cover). so the wiring harness for the 97 is all plugged in properly except some crap soldering that i did. However my issue right now is the fuel pump does not prime when you turn the key to on. if I crank over the motor the fuel pump will engage as I let off the key it seems. Thus making the engine sputter to life but then if I press on the accelerator pedal the pump will send more fuel as i let off of it. so it runs just kind of backwards. any suggestions? I'm going to be checking a bunch of wires for being crossed tomorrow.
