Caravan 2005 4 cyl. Clicking while turned OFF

I bought this for the daughter recently. She called me twice to jump her off. Battery was checked at local shop and given slow charge. Terminals checked clean and tight. Alternator and starter new.
Getting a light clicking coming from under the fuse box next to battery. Ground wire was actually hot when engine turned off. Ignition key cylinder did seize up and had to be taken to the shop. It was not replaced. At times when turning off there is a loud clicking internally until the key is shaken.
Not sure where to start. Am I looking at a bad ground at battery or ignition shorting and a relay sticking when turned off?
