Airbag Replacement 1995 Skylark

I want to replace the airbag in a 1995 Buick Skylark GS. I've seen tutorials but not one that specifies how to get this airbag out.

It's hard to see on the back of the steering wheel, but there are two things back there holding the airbag on. There are two bolts on the back. Are these the only things holding the airbag on?
