Fuel Efficient Family Car Suggestions

I'm looking for a new car for my family and am looking for suggestions. What I want:
Fuel efficiency at least 33 (highway) but the higher the better.
Size - enough room in the back seat for my three boys (young now but getting older), and as much cargo space as possible as we camp a lot.
Price 17k or less. I'm fine with a used one but hopefully as new as possible.
Decent safety features
What I've tried:
Honda fit - nice, but loud while driving and it was a little too small (narrow)
Volvo v60 - good choice, but can't find one for under 26k (used)
Golf Sportswagen - lots of cargo, car drove very nicely but passenger seat was cramped. Might be this is the best choice but not super excited.
Any thoughts would be welcome!

Volvo XC 90 sounds like a great car for you and very safe!
